Making magic words {{SERVER}} and {{fullurl}} work proper on mobile pages

Description

The following magic words should works proper on mobile devices if Mobile Frontend extension have been installed.

{{SERVER}}: give website name used for mobile page, such as en.m.wikipedia.org
{{fullurl:Category:Top level|action=info}}: this should produce //m.mediawiki.org/w/index.php?title=Category:Top_level&action=info on mobile page

https://en.wikipedia.org/wiki/Template:LSR have been used to update the version number on many Wikipedia articles, this template currently have a problem is if you touch [±] link on mobile browser, it would open the desktop editor, which make some inconveniences on mobile phone. I have been made a proposal to improve there and it has been recieved, but later it was reverted, I was required again and been refused. Now I think maybe MediaWiki and its extension MobileFrontend really need some improves for mobile users.

On mobile pages, these magic words still give desktop specific URL, which may make some unconveniences for mobile phones, see https://m.mediawiki.org/wiki/Help:Magic_words
