Description:
The array of namespace names sits in Namespace.php, where it cannot be overridden in LocalSettings.php. Can this be moved to DefaultSettings.php, so I can rename namespaces on my wiki without using aliases?

Renaming *canonical* namespace names would break things relying on those canonical names, so I'd rather recommend against it. Instead set the names in the custom namespaces array; these will override the canonical forms as the default.
