If publishing an upload generates an ignorable warning (e.g. was-deleted), then a recoverable error (e.g. abusefilter-disallowed), it hangs forever rather than recovering.

It remains like this forever. "Retry failed uploads" does nothing. "Continue anyway" produces a screen claiming that the files were uploaded, but they weren't.
