Add a scroll bar to the layer list

Description

On map rendering, when there is a long list of layers, the end of the list is not displayed on screens. A scroll bar should be added.

This might be a problem in upstream, but it should be fixed https://github.com/Leaflet/Leaflet/pull/3571/files
Could you please provide an example query so I can further investigate.

No scroll bar appears in Firefox, in Chromium either.
