WDQS Updater should treat one old edit as no edits

Description

If the source wikibase repo updates rarely, it may happen that old edit appears on list of recent edits. Since we have to backoff a little to capture same-second updates, it can happen that we're getting the same update again and again as latest update. In this case, we should treat it as no updates and pause for a while.
