Stop translating the BoilerPlate extension in translatewiki

Description

The idea behind the BoilerPlate extension is that you copy-and-paste the source code tree in order to start writing a new extension. As such, it doesn't make sense to have any i18n files except en.json and qqq.json. You just end up having to delete all the other language files every time you start writing a new extension.

Sorry Nemo, I still need to delete the i18n files themselves from the extension repo.
