Description

Since the country code for Serbia changed from SCG to RS, the wikimediaSCG-INFO list needs to be renamed to wikimediaRS-INFO (the announcement list).

And since renaming a list on mailman is a pain (mark's words :D), it's easiest to create a new list and migrate the configuration of the old one there.
