This bug also affects other wikis with conversion between language variants. User language preference is overridden by the preferred language variant if the preferred variant is not the wiki content language.
I think this bug was introduced in r17173. It was supposed to fix bug 7605, but that bug is marked as WONTFIX. So maybe that commit should be reverted (unless some other bug was fixed in it).
