Description

We ran into a few problems with https://wikitech.wikimedia.org/wiki/Nova_Resource:Tools/Admin#WebProxy:

The link for moving the public IP is outdated
The nova command to do the same thing isn't documented
There are deprecated warnings that are no longer relevant
The hiera key referenced to determine active proxy is not correct (https://wikitech.wikimedia.org/wiki/Hiera:Tools)
https://gerrit.wikimedia.org/r/#/c/253364/1 is noted as needing explanation but none is there yet :)
Step 5 should be the appropriate clush commands to update webgrid and exec nodes
