@Ccogdill@wmf: I want to confirm, but you want the ldap flag 'wmf' assigned to @MNoorWMF's account, correct? There are other groups, but if they are staff (not contractors or wmde) then this is typically what is needed.
I don't see a wikitech account for this user, or tied to a mnoor@wikimedia.org. Please make sure @MNoorWMF already has a wikitech/labs/LDAP user. You should be able to login on https://wikitech.wikimedia.org. @MNoorWMF can simply create an account there, tied to their wikimedia.org email account.
Once that is done, we can move ahead and add them to the admins module and grant the wmf ldap group.

I've gone ahead and merged the access patch, and appended @MNoorWMF's user 'mnoor' into the wmf ldap group.
