Since MediaWiki:categoriespagetext has been set to read:
"The following categories contain pages or media."
, and empty categories are not listed on the page, I suggest,
to add a link to [[Special:UnusedCategories]] so as to make
users aware that empty categories may exist, and are listed
separately.
Less importantly, I'd also suggest [[Special:WantedCategories]]
to be mentioned. Result:
"This special page lists used categories, both created and not.
* Used but missing categories are separately listed at
[[{{NS:Special}}:{{int:WantedCategories}}]]
* Empty, i.e. unused but created, categories are listed at
[[{{NS:Special}}:{{int:UnusedCategories}}]] only.
