The 'cite this page' link generated by Special:Cite.php should be able to have a tooltip. Maybe an accesskey, too, for parity sake.

Can be done. Which text would you suggest as tooltip, and which access key is available?

Tooltip already added with r56832 and r56836 / bug 20218.

Accesskey 'g' added with r65540.
