Description:
Attempting to do a move with api.php?format=xml&action=move...
and $wgEnableWriteAPI at its default of false
returns an error in plain text (not HTML or XML)

unknown_action: Unrecognised value for parameter 'action'

If a separate error code is not in order can it at least do XML?
Could it parse the format parameter first and use it?

The same text error comes from api.php?format=xml&action=bogus.
