ordering qualifiers and references by global property order

Description

In Wikidata properties in statements' main values are sorted in items through https://www.wikidata.org/wiki/MediaWiki:Wikibase-SortedProperties; this is currently done only for the main snak.

However, a statement can have more than one qualifier and references to statements can be composed of many properties (e.g. https://www.wikidata.org/wiki/Property:P248 + external ID + https://www.wikidata.org/wiki/Property:P813), but these parts can be entered in different orders and don't get autosorted by https://www.wikidata.org/wiki/MediaWiki:Wikibase-SortedProperties. This may be a bit disortienting.

Thus, also the properties in qualifiers and references should be ordered according to https://www.wikidata.org/wiki/MediaWiki:Wikibase-SortedProperties.

I would also very much like to see this feature in sorted properties. The wikibase I run for multiple heritage institutions would very much like this.
