addWiki.php should create Flow Tables (in the right place) for private wikis

Description

Follow on from T178868, but I'm sure we've been caught by this numerous times before...

Flow gets enabled by a dblist, but addWiki.php doesn't create the flow tables, which is needed for private wikis
