Support inertial rotation in 3D objects

Description

Many interactive 3D viewers support an "inertial rotation" more, where a quick click-drag-release of the cursor sets the object in continuous motion, either with a decaying speed that stops after a while, or with a continuous rotation speed proportional to the speed of the motion of the cursor during the dragging motion.

This is similar to T164383, but it relates to user-initiated continuous rotation, rather than editor-defined automatic rotation.

This is definitely a "nice to have". We'll look into it as one of the tweaks we work on after 3D is launched.
