At a moment get_random_edit in app.py takes random edit in a 2-step process: first take a random article, then take a random edit from an article. It falls short when all edits in a paper were rejected. We need to store a list of articles which have and which don't have unrejected citations and to choose random article only from the first one.

I find the title and description very hard to understand. Is your problem that an article is not discarded even if all the corresponding suggestions have been rejected?
