This niche feature should be in a less prominent to start with, and ideally not in Special:Preferences (T64559), but while it's there it must be less invasive.

Is this only for a short moment when loading?
Because I see exactly one line here on https://got.wikipedia.org/wiki/Special:Preferences#mw-prefsection-personal in Firefox 56.
That's certainly not intended. When JS is loaded, the input box should be one line and grow as needed. Without JS, it should be a few lines tall at most.
