The modern skin does not have a link to article rating (special:ratinghistory?target={{PAGENAMEE}} ) from the article feedback part of flagged revision extension.

basically:
http://en.wikinews.org/w/index.php?title=Main_Page&useskin=modern should have link "article rating" in toolbox but does not, compared to http://en.wikinews.org/w/index.php?title=Main_Page&useskin=monobook which does.
