Install mono-vbnc on Toolforge hosts

My bot needs the package mono-vbnc, by default that package is not included in mono-complete and Toolforge's machine doesn't have it.

@MarioFinale if we installed the https://packages.ubuntu.com/en/trusty/mono-vbnc package that is available for Ubuntu Trusty (the OS currently available on the Toolforge Grid Engine nodes), would that make it possible for you to run your bot on Toolforge? "the default specs that all Toolforge VPS instances have" are usually shared by somewhere between 5 and 25 bots or web services. Even the smallest server that a Cloud VPS project could provide is generally many more resources than a single bot needs. If the versions of mono and mono-vbnc available on Ubuntu Trusty are too old, we could instead create a mono Docker container for running on the Toolforge Kubernetes cluster.

@bd808 I would need to make some minor changes to my bot, but it should work just OK with the package available for Ubuntu Trusty.
