See my comment on bug16672 (https://bugzilla.wikimedia.org/show_bug.cgi?id=16672#c3). For example the german wikipedia has defined 'Bild' as an alias for 'File' in MessagesDe.php, but it is not shown on siprop=namespacealiases.

Are you sure? I always thought that $wgContLang = Content Language and $wgLang = User Language.
If this is wrong, at least the docs should be fixed in docs/globals.txt.

You seem to be right, at least according to [[mw:Manual:$wgContLang]]. Fixed in r44862.
