Block form should preload fields when changing an existing block

Description

The expiry and other fields should be preloaded with the existing settings when changing settings for an existing block. We have the load the block to check it, so it shouldn't be too difficult.

This is broken with infinite block lengths -- it comes up listing the current timestamp as expiry.
