Description

Remove "(all time)" text, redundant
# Partners over time makes no sense
'Jump to user metrics' goes nowhere now
Current application pie chart is just going to slowly fill up with sent/not approved applications

And maybe just hide the page from non-staff for the time being, until we've rethought/redesigned.

Though we still need to revamp the pageviews. Will file a separate task.
