Make sighted versions user configurable

Description:
For users who are logged in, the display of all parts of the sighted versions interface should be optional. I would like to check a button in the preferences, and never see anything reminding me of the existence of the mechanism ever again.

If the box is checked for a logged-in user,

  • always display the unsighted version in the article tab, if there is one, and display the edit tab as "edit article" instead of "edit draft",
  • don't display the "draft" tab, and
  • never display the information box about the sighted status.

This way the users themselves can decide if they want to have the mechanism or not.
