Clarify error messages regarding wrong archive timestamp

Description

The IABot's Management Interface does not accept this archived version from 2010 as the archived version to http://www.elca.org/ecumenical/Vision.html, even though it is the latest intact snapshot. The error message says that the access timestamp is invalid.

The same happens when this archived version from 2017 is added to http://www.borealisgroup.com/Global/Company/About Borealis/Investor Relations/Financial Reports/Borealis Jahresfinanzbericht 2016_DE_locked.pdf.

I assume that this is related to the "last accessed" timestamp the bot stores and is in principle a good idea to ensure that a snapshot reflects the correct state of a website. However, at least in these two cases it prevents users from adding the correct snapshot to the database.

It might also be me using the interface in the wrong way. In either case, a better description of what to do/change would be welcomed.

Event Timeline

This appears to be a bug in the interface itself and irrelevant to the archive snapshot. It's not liking the access timestamp since it is in German.

So why does changing the archive URL work most of the times, then? I never touch the timestamps.

I can't answer that right now. Thus is the nature of most bugs until investigated.
