Upgrade Quarry main server from Trusty

Description

Trusty is gonna die in less than a year. Lets see if we can get the server set up and running in a newer release of Debian, preferably something like stretch or sid. Also take this chance to resolve tickets like:
T165625: Evaluate future of wmf puppet module "mysql" T181205: Let quarry use the mariadb module
T192731: Update dependencies
T192698: Upgrade Quarry to python 3

I don't know, would it be to have two middle size servers instead of a big one? Is there a need to separate, an overload on main instance? I didn't get that impression but I didn't look in detail
