I think that bureaucrats on private&fishbowls (collectively, non-SUL wikis) wikis should be able to a) demote sysops&bureaucrats b) promote&demote importers. On such wikis, stewards would rarely decline such request and if bureaucrats can de facto "do" this changes by simply writing an email, why not allow direct manipulation?
