Granting upload rights to all or certain users on Uzwiki

Description

Good day!

Currently only admins can upload fair-use images - or any images for that matter - on the Uzbek Wikipedia. Our small community has decided that all or at least experienced users should be able to upload images. Can you guys help us out? I guess we could either grant all users the right to upload or create a new user group (in which case local administrators will be able to grant certain users the right to upload). Thanks!

Yes, they do. I've also updated the list on Meta. Currently we have 41 non-free files.
