This string,
'all-logs-page' => 'All public logs',
says just the equivalent of
'all-logs-page' => 'All logs',
in many languages, at least zh-tw,
misleading the administrator to not check any of the other entries.

This is not purely a translation issue, what is really needed is both
choices there on Special:Log, the latter of which would only appear
when one is a sysop.
