Add permission "move-rootuserpages" to usergroup "eliminator" at ptwiki

Description

After consulting the community of the Lusophone Wikipedia, we have unanimously agreed to add this permission to this usergroup. The reason is to allow the move of drafts of articles that unexperienced users may wrongly create at their user page. The discussion can be found here.
