Vote cookie duplicate flag should wait for vote submission

Description

The duplicate voter warning based on cookies is triggered as soon as one visits the ballot page. This means it can be triggered even if no second ballot was ever cast. It would be more helpful if this flag is only set once a potentially duplicate ballot was actually submitted.

Evaluation:

Very old (~11 years). Seems not too complicated but dealing with cookies and defining where and when to set them properly can be challenging
