zotero pods on codfw should use codfw url downloader

Description

i've discovered that zotero pods in codfw cluster use the eqiad url dl which is not ideal.

i think this bug could have been avoided if we use a helm manager to keep cluster state in code like landscaper or helmfile that can also hadle secrets with https://github.com/mozilla/sops or GPG.

i've redeployed zotero on codfw, i'm watching the graphs and don't see anything strange over metrics so i'll claim this as fixed.
