Library Card platform isn't sending any emails - all 'Draft'

The Library Card platform is currently not sending any emails out. Looking at /admin/djmail/messages it seems like emails have the status of Draft, and the last message was sent Nov. 12, 2018, 10:52 p.m. The next email, on November 17th, was not sent.

Original task:
Currently if a comment is added to a sent application, coordinators are unlikely to see it. They should either be notified via email, or the application status should be changed to under discussion.

@Nikkimaria Would it be a sensible solution to change the logic for comment emails from 'if coordinator has also commented' to 'if coordinator has also commented, or taken any actions on the application'?

This is something I feel like I've said a lot in the last week, but this is actually already the case (https://github.com/WikipediaLibrary/TWLight/blob/master/TWLight/emails/tasks.py#L150). Is there somewhere you expected a comment that you didn't get one?

The email you wanted for that app was Drafted but never sent. Looks like we haven't been sending any emails since Nov 12th for some reason. Rescoped task.

This has been resolved. It turns out that our underlying email infrastructure changed, but we weren't aware of it. All withheld emails should now be delivered.
