Update documentation or config for new grid around adminhost-only commands

Description

Documentation around wikitech often lists tasks for regular usage that only work on an admin host. Since the new bastion for stretch and Son of Grid Engine is not an admin host by design, these either need rewriting or something else.

Leaving a note here that qconf -sql does not work from the new bastion either because of this submit/admin split. As far as I know, qconf -sql is the only way to find out what queues are available for job submission without finding and reading the configuration files.

qstat -f works for that.

Added some notes in a few places. Also moved exec-manage to the master on SGE (and fixed it). I think that's it for this one?

I think I've got these for now, but there are probably others. I'm going to move this to the inbox column and just come back and note where needed.
