Option to allow making curly and straight apostrophes (’ and ') equivalent in titles

Description

In some wikis, a war exists between typographic apostrophe users and typewriter apostrophe users.

To avoid this kind of wikitext: [[I'm fine|I’m fine]], editors sometimes create I’m fine page as a redirect to I'm fine page.

To avoid these workarounds, is it possible to make and ' equivalent in titles, in the same manner as underscore _ and space are equivalent?

This should be an option to let the communities define whether ’ and ' symbols are equivalent in their language.

So it should be a title normalisation rule enabled depending on content language?
What about existing conflicts?

Indeed, I suppose this normalization may be undesirable for some language.

For existing conflicts, I see two cases:

  • one of the both page redirects to the other one → the redirection should be removed
  • none is a redirect (I suppose it’s a rare case, but I haven’t any stat) → one (probably the one with curly apostrophe) should be renamed and categorized inside a specific maintenance category

Ideally, community should have the list of concerned conflicts (especially second case ones) to handle them before making titles equivalent.
