Portuguese wikipedia community approved the creation of mailing list for ubblocking requests, similar to unblock-en-l. The name should be samething like unblock-pt-l and should be have the same configurations of unblock-en-l, i.e.:
*Non public
*Anyone may send a mesage to it with pevious moderation.
*Members may send a message withnout any moderation.
