Improve Toolforge documentation at wikitech.org

Description

The Toolforge documentation at wikitech.org is extensive but lacks some organization, has some duplicated content (including inconsistencies), and has some gaps of information, especially for beginners.

This task is about making sure the information available for beginners is accessible, discoverable, easy to navigate and reasonably complete.

This is now done. Updates were made to various help pages, including Portal:Toolforge, Help:Toolforge, Help:Getting Started, Help:Toolforge/Web, and others.

The full list of edits can be seen at https://w.wiki/48H, and consisted in content deduplication, addition of new content, addition of internal links to improve discoverability, rephrasing of passages for clarity, markup improvements, etc.

Of particular note is the improvement to the step-by-step quickstart instructions at Portal:Toolforge, which was merged with the other step-by-step list that was available at Help:Getting Started#Get started with Toolforge. This particular change was done with help from @Chicocvenancio. Thanks also to @bd808 and @Quiddity for the insightful discussions.
