move edit tools to just below edit box

Description:
Please could a developer move [[MediaWiki:Edittools]] to sit immediatly below the edit box? There it would be more easily accessable and so more useful to editors. At least, more so than in the current situation, where it sit below and after the save button; one never needs to save and then refer to the edit tools.

The current edittools setup is being obsoleted by the new advanced edit toolbar; no need to shuffle it around in the meantime.
