As Requested at https://phabricator.miraheze.org/T4665, please add a configuration option for Blog page creations to appear in Recent changes

Since my wiki uses the Blog function to exchange information between users, please make sure that the CreateBlog log is always displayed on recent changes in shiromachiya [https://shiromachiya.miraheze.org/wiki/ ].
