Change maintain-meta_p script to use the sitematrix API

Description

In the parent task, we noticed that using the php config from an external service (external to this script anyway) is fragile. Instead of doing that, we should use the sitematrix API:

Interestingly, it currently does use that API...
It just doesn't use it for everything.

Is T270839: meta_p treats skrwiki as English-language wiki related to this task? Also, I guess the parent task is wrong, as it's not directly related to eowikivoyage.
