Isn't that handled at http://meta.wikimedia.org/wiki/Interwiki_map ?

I have updated the Interwiki_map page on meta, but I am not sure if that is all that has to occur. I am going to keep this open and assigned to me until I can follow up with another sysadmin or dev about this.

The http://meta.wikimedia.org/wiki/Interwiki_map lists "outreachwiki", not "outreach". Possibly the cause of confusion? "outreachwiki" works currently from en.wiki; I just tested.
