We will most likely have a CAT tool link in the left-nav that is visible, regardless of whether a user is logged in or not. Since only auto-confirmed users will be able to use the tool, we need some context/explanation on a non-logged in page what this tool is about, that only auto-confirmed users can use it, and how to become autoconfirmed if a user isn't yet.
