Description

We should ensure that Special:SuggestedTags is shown only to authorized testers during the testing period prior to official launch.

This entails the creation of new user right, and ensuring that the page is only shown in the Special Pages list and direct access is allowed only for users with that right.

A configuration option should be added to toggle whether this limitation is in effect.
