Import Publons journal IDs in Wikidata

Description

Publons is a platform for academics where they can list their publications and reviews.

They have a database of journals and publishers which can be aligned to Wikidata via the properties Publons journal/conference ID (P7461) and Publons publisher ID (P7403).

A TSV version of their 1,000 most popular journals is available here:
http://pintoch.ulminfo.fr/47ae2ed114/publons_journals.tsv
(you can also try scraping that directly from their website if you want!)

Importing these ids (both for journals and publishers) would be a good OpenRefine exercise.

@Layka100: I am resetting the assignee of this task because there has not been progress lately (please correct me if I am wrong!).
Resetting the assignee avoids the impression that somebody is already working on this task. It also allows others to potentially work towards fixing this task.

I think we can close this task, since the goal was to do an import in the scope of a wiki event, and we should not expect people to import more data beyond the event itself.
