Wikipedia VisualEditor citation numbering issue

Description

Steps to Reproduce:

  1. Open https://en.wikipedia.org/wiki/The_Stranger_(Camus_novel) using Google Chrome Version 80.0.3987.149 (Official Build) (64-bit) on Microsoft Windows 10 Home Version 10.0.18363 Build 18363. I'm not actually sure if having my operating system is required, but it's the only one I've tested this on.
  2. Make sure you are logged in.
  3. Switch from "Read" mode to "Edit" mode.
  4. Switch to the VisualEditor by clicking the pencil-symbol dropdown menu and then clicking "Visual editing" if it is not already selected.

Actual Results:
The first citation after the block quote says [2] even though it points to reference 3. Likewise, the following citation says [3] even though it points to reference 4, and so on. This result appears every time I try to reproduce it. I suspect it's because the citation within the block quote, which says [2] and would point to reference 2 if it were clickable, is not counted because it's trapped within the quote template.

Expected Results:
The first citation after the block quote says [3] and points to reference 3. The citation after that says [4] and points to reference 4, and so on. This is how it's displayed on the article when it's in View mode, and also how it's displayed in the VisualEditor using Firefox.
