The sphinx documentation for ORES has not been updated in 3 years and does not reflect the current state of the project.

Let's:

• Update the docs to use the self-documenting pattern used in other repos (revscoring, editquality, etc)
• Test the docs build in the CI
• Deploy docs to RTD on each merge to the master branch
