Steps to reproduce:

1. Go to a MediaWiki with Thanks extension installed and logging disabled (i.e. $wgThanksLogging = false;).
2. View the history of any wiki page.
3. Thank another user for their change by clicking on thank link.
4. The following message appears Publicly send thanks? Thank Cancel
5. Click on thank again.
6. Navigate to Special:Log/thanks.
7. The log is obviously empty.

My request:

• Explain how a third user can retrieve the thanks information from the UI or the API.
• If there is no option to get the data, it is obviously not publicly available and I suggest to hide the confirmation if logging is disabled.
