Downloading Wikidata dumps over HTTP is rate limited (T222349). Our current workaround is to download them from external mirrors, which is still slow. We could perhaps use the same setup used on stat machines to access the dumps.
This is needed when we do a full reload of wdqs, we should only need to have this on eqiad machines (wdqs100x machines).
