I've added ws-summary to {{TOC begin}}, and that seems to have fixed The Female-Impersonators.

For Legends of the Legends of Old Testament Characters, I wrapped the ToC in ws-summary.

Both ebooks seem to export correctly now. Can you confirm?

So, wrapping in ws-summary is the only workaround for all cases like this?

It is for now, yes. But we're looking into whether there's a way to make it better; see T253282 for that.
