The new logo format for Vector requires a separate icon and wordmark (see the respective fields in $wgLogos) - basically, the current logo needs to be cut into two parts.

Are the icon and the wordmark supposed to be of certain dimensions? Are we looking for something other than literally just taking a horizontal cut of the scissors to the old SVG?

Yeah, they are documented at the linked page (the icon should be 50x50, the wordmark is arbitrary). The current logo is 200x200 and it's an SVG logo so it's slightly more complicated than that. (Just remove the text part in something like Inkscape, and resize / re-center the logo icon so it touches the edges.)
